Goals and Objectives

Strategic goals of PHA include “Beautification” of Lahore and this is applied to entire organization and set overall goals of PHA. As mission and vision statement indicates that PHA aspires to make Lahore beautiful so all the goals are directly in relation to that. PHA does planning for four branches i.e. “Floriculture, Fructification, Vegitification and Landscaping”. Goals are directly given to PHA by Chief Minister “Shahbaz Sharif” and those goals become subgoals of entire organization.

Goal Setting

There is a concept “Traditional Goal Setting” employed by PHA when formulating its goals. Usually goals are directly set by Chief Minister himself with the help of Top level Technicians. NO lower level technicians are involved in goal setting but some top level technicians are involved while setting goals. Apart from them, everyone else is just dictated the goals as par his position, which comes from above.

Budget Allocation

Annual budget allocated to PHA is around 12 crore and it is allocated to cover salaries and other expenses such as petrol. This budget of 12 crore is specifically for salaries and expenses, when a projecr is assigned to PHA by CM, it receives additional budget for completing the project.  PHA works according to modern and unusual concepts like the Government-Private partnership for public services. As PHA has been able to achieve such high revenue generation through its activities such as “Designing Parks for Shaadi Purposes” and “Bill Boards for Advertising of Companies”, it covers most of organizational and developmental expenses are met by the funds generated.

Planning for Zones

PHA is divided into 5 zones of Lahore and Planning is done for these zones at the very top level e.g. by directors. Projects are not always given by ministry; sometimes Directorate of Planning & Development can suggest or recommend certain project. Each zone when given a project, Prepare Bill of Quantities of completion of project and then it passes it to Director General for Approval.  If DG feels that the bill of quantities is appropriate, He then passes it to CM to consider. If CM feels that the project’s cost are adequate. He then gives the go ahead sign to PHA and allocates the budget project. Both DG and CM can revise bill of quantities, if they feel they are not appropriate and they assign Directorate of Planning & Development to Re-calculate the costs for approved projects.

Planning for Personnel

PHA doesn’t have any proper Human Resource department. Director General himself is the only competent authority for hiring the personal on contractual and permanent basis. As by law a permanent employee of Government of Pakistan cannot be fired, permanent employees don’t get fired at PHA. But DG has the authority to fire contractual employees.

Plans according to type

Usually Plans employed at PHA are operational plans which are concerned with only a certain zone, and these plans are mostly short-term plans. Usually specific plans are employed which are for a specific project and also these plans are for single use. Very few directional and general plans are employed at PHA.   

Organizing

PHA is highly formalized and centralized, and it works on the basis of functional departmentalization and span of control is wider as 13 people directly accountable to DG
