Problems with Leading
Leadership is
something what leader does he influences other people to work according to his
style to achieve organizational goals. There is very strong sense of leadership
in PHA but the leadership comes from the top. The directors only have the power
to influence some minor actions of the employees. The fundamental leading setup
comes from Shahbaz Sharif towards the mallis through director general and
further directors.
There is a very
strong sense of belief in PHA employees the leadership style is neither
autocratic nor democratic its somewhere in the middle. Autocratic in a way that
when decisions are passed from top to bottom they are to be completed within a
time frame, democratic the employees at PHA “lower staff they have trade
unions” they sometimes make the autocratic leader. Listen to their thoughts
such as increase in salaries etc. However a definition of autocratic leader is
he doesn’t listen he just conveys what is to be done. So leadership is moreover
mixed in PHA. So high productivity as in its duties are sometimes perfectly
fulfilled sometimes not perfectly. The directors in PHA look for work not
towards the benefit of its employees malliss. There is no employee welfare
whatsoever for the lower staff which includes mallis and supervisors.
The leaders at PHA don’t give punishments but they give huge
rewards to its employees such as 40 lakh rupees were given when PHA landscaped
parks at Lahore airport. The director general
held a cricket match for the supervisors where prizes were given. This was
truly for motivation. According to one of the director” this department is one
of the best departments of Punjab government which performs according to what directions
are given. We asked do they complete their work on time. “He replied “Sometimes
Yes “But most of the times we need extensions in order to complete work. He
also told that projects were dealt with in such a way “ that given time frame
was less “ but the time of completing the project effectively and efficiently
was more. This lead to big blunders sometimes resource wastage etc.
As far as the control of leader is considered it’s extremely
weak there are no warnings given. One of the director told “Main inhain muataal
nahy kar sakta “ wazir e alla ko kaam pasand na aye …ya kaheen say pata chal
gaye “ to seedha moataal kar detay hain.chahay who kitna he experienced banda
ho”
There is a
strong sense of disbelief in PHA everyone is scared “they want to give the
chief minister perfect work” otherwise they face misfortune of layoff.
Organizational
culture has truly become “being scared” if there is a meeting going on with
chief minister there is a strong culture sir “we will do it” even if it not
achievable. One of the directors mentioned.
So we deduce
it’s a whole jumbled organization with no clear vision but just stringent goals
lots of budget in form of salaries. There
is extremely low organizational control at bottom but strong autocratic leaders
at top.
