Problems with Controlling

Controlling is one necessary part of any organization its helps the organization stick to its goals and direction of these goals.it helps monitor employees, control and correcting work performance. I will start talking about the type of controls in PHA control in PHA is totally limited it’s an autonomous body an organization who is not accountable until and unless they start working on projects. So when a project is given to be completed the employees start working on it. Only checks are concurrent a way of monitoring that specific project at that time. when the project gets completed controls are taken off. Control may also be of financial control. A budget is given for a project. Let’s say 100 rupees worth of a project there is a deviation of + 5% if it gets short of funds the director general gets fund from Punjab government and allots another 5 rupees worth to it. Which is one thing wrong in their controlling projects should be efficient financially. Whenever PHA starts working on projects the employees spend its first  30 % of total time of project allocation on minor things wasting precious time. As time passes work starts to speed up even the assistant directors start visiting often to check on the supervisors. But point is “a director claimed” when we visit they start working when he step out of car. They start working like they are the best of all manpower.
 The moment he leaves employees waste time talking to each other smoking cigarettes taking cups of tea at khokhas in the vicinity.
So for a fact there are no feed forward controls no one monitors the end product no one checks it.
Even the chief minister doesn’t know the technical details know how of projects

From the above context what can deduce that there is this planning department. Plans are made by design department approved from the director general, and then they are sent to planning department that is out of a question that this department is there for rechecking for something that is approved and can’t say anything to director general, so financial controls are weak. And there are no standards set for good performance. Just work has to be completed.
